Frequency of LED blinking. 0x00 = (41ms, frequency

Remarks: This structure is used to store the blinking duty cycle and frequency of LED IC.

Please note that one LED IC only has one duty cycle and frequency to be group

used. It means all LED has the same blink mode on a LED IC.

Remarks: This structure is used to turn on/off blinking circuit on the LED IC.
